The Federal Trade Commission stated that it had identified 374 pages of records responsive to American Oversight’s FOIA request but that those pages were being withheld in full under FOIA exemption (B)(5). This FOIA request sought all conflicts or ethics waivers or authorizations for political appointees, as well as their records reflecting any recusal determination made or issued.
