The Department of Homeland Security stated that it had no records of communications with the Department of the Interior, Congress, or contracting companies regarding plans to construct a border wall through the Santa Ana National Wildlife Refuge, or of environmental assessments, legal analyses or plans or designs for building a wall in the refuge.
